HIPS seeks an Outreach Manager to direct and conduct and our mobile
based outreach and education program. The ideal candidate is
creative
with leadership skills and possesses the ability to work as part of a
team, with experience in providing harm reduction based outreach,
volunteer management and mentorship, and health education to sex
workers, LGBT individuals, and drug users. Individuals with
nontraditional experience are encouraged to apply. Must be willing to

SUMMARY
HIPS Outreach is a mobile and foot and fixed site
based outreach
program that provides health and risk reduction counseling, syringe
exchange, information, materials and referrals to individuals who
engage in street based sex work in Washington D.C. HIPS Outreach is the
front line program in our mission to assist female, male and
transgender sex workers in leading healthy lives. Utilizing a harm
reduction model, HIPS programs help sex workers address the impact that
discrimination, HIV/AIDS, sexual health, poverty, drug use and violence
have on their lives. The Outreach Manager is responsible for conducting
and managing all program activities.
PRIMARY
RESPONSIBILITIES
- Conduct or coordinate staffing for mobile and/or foot
outreach
activities in order to reach the population. (Currently every Thursday,
Friday, and Saturday night 11:00pm to 5 am and Tues and Thursday
afternoons 2pm – 6pm).
- Conduct or coordinate syringe exchange services on
mobile outreach, in-house, and fixed site locations.
- Recruit, train, and support outreach volunteers and
team leaders, and support general volunteer orientation and training.
- Manage materials for outreach and outreach training,
and vendors for supplies.
- Supervise and manage syringe exchange coordinator,
health educators, outreach interns, team leaders, and volunteers.
- Maintain outreach van.
- Manage external outreach program collaborations and
develop new collaborative partnerships.
- Develop, in collaboration with the Director of
Programs annual program budget and program plan and manage program
budget.
- Manage data collection and monitoring for outreach
program, ensuring that annual program, grant targets are met.
- Assist with outreach program evaluation.
- Assist with proposal development.
- Prepare programmatic and financial reports to funding
agencies, HIPS Board of Directors, and Executive Director.
ADDITIONAL
RESPONSIBILITIES
- Attend weekly staff meetings to share information and
plan program work in team environment
- As part of a team, share in other organizational
responsibilities
as required including serving as a member of the crisis intervention
team, general administrative work, and volunteer training and
coordination.
- Attend appropriate local, regional and national
meetings to seek
out current information about HIV prevention, treatment and care, and
peer education and to disseminate information about HIPS programs to
others.
KNOWLEDGE
AND SKILL REQUIREMENTS
The position requires knowledge of outreach strategies, syringe
exchange, and HIV prevention techniques, the ability to design and
implement HIV prevention education programs and working knowledge of
Microsoft Word and Excel. The position also requires a valid driver's
license and good driving record. Experience working with sex workers,
drug users, managing, training mentoring and motivating volunteers,
harm-reduction philosophy, anti-discrimination strategies, and
community organizing preferred. Individuals with industry experience
are encouraged to apply.
WORKING
CONDITIONS
This is a full time (40 Hours/week) position with
flexible hours and
full benefits. The Outreach Manager conducts outreach at least one
evening per week in addition to weekly office hours. Position is for
one year, with likelihood of renewal based on funding.
Salary is mid
30's - 40 DOE.
