HIV Testing Coordinator

HIPS seeks a Testing Program Coordinator to assist with our new HIV Counseling, Testing and Linkage to Care program.  The ideal candidate has experience in harm reduction based HIV prevention education to sex workers and drug users and at least 1 year experience conducting HIV testing in non-clinical settings, as well as a knowledge of local HIV/AIDS and social service providers.   Individuals with nontraditional experience are encouraged to apply. SUMMARY

HIPS’s HIV Counseling, Testing and Linkage to Care is a new program designed to reach highly marginalized sex workers and drug users in the Washington DC area.  HIPS implements late-night mobile based testing targeting all areas of the city that sex workers work, a well as four days a week at the HIPS office.  Through this testing and counseling program HIPS will provide counseling and testing services, and link HIV positive and negative sex workers and drug users to medical homes for HIV and medical care as well as other HIV prevention and social services.  The Testing Coordinator is responsible for assisting in the program development, providing HIV testing, counseling and linkage to care at HIPS offices, and working with a volunteer team to conduct testing in the field.

PRIMARY RESPONSIBILITIES
  • Assist the Client Advocacy Program Manager and Director of Programs in developing a counseling and testing implementation plan, written program policies and procedures manual and training program. 
  • Conduct or arrange for mobile HIV testing activities in order to reach the population.  (Currently on mobile outreach Thursday, Friday, and Saturday night 10:30pm to 5 am and Tuesday and Thursday afternoons from 1pm-4pm, and in-house Mon-Thursday 10am-5pm)
  • Conduct in-house HIV counseling, testing and linkage to care sessions at the HIPS office as requested.
  • Work collaboratively with the HIPS Client Advocate department to link individuals to appropriate care and referrals.
  • Assist in training incoming outreach team volunteers and HIPS staff, and support general volunteer orientation and training.
  • Manage materials for HIV testing, and vendors for supplies.
  • Assist in the development of HIV testing program collaborations and develop new collaborative partnerships. 
  • Manage data collection and monitoring for HIV testing program,
  • Assist with testing program evaluation.
ADDITIONAL RESPONSIBILITIES
  • Attend weekly staff meetings to share information and plan program work in team environment.
  • As part of a team, share in other organizational responsibilities as required including serving as a member of the crisis intervention team, general administrative work, and volunteer training and coordination. 
  • Attend appropriate local, regional and national meetings to seek out current information about HIV prevention, treatment and care, and peer education and to disseminate information about HIPS programs to others.
KNOWLEDGE AND SKILL REQUIREMENTS

The position requires knowledge of HIV testing and counseling outreach strategies and HIV prevention techniques, the ability to implement HIV prevention education programs and working knowledge of Microsoft Word and Excel. Experience working with sex workers, harm-reduction philosophy, anti-discrimination strategies, and community organizing preferred.  Individuals with industry experience are encouraged to apply.  

WORKING CONDITIONS

This is a part time (24 hrs./week) position with no health benefits.  Position is for one year, with likelihood of renewal based on funding.
