Client Advocacy Program Manager

HIPS seeks a Client Advocacy Program Manager to direct and conduct our in-house Client Advocacy Program. The ideal candidate has a degree in social work and background in harm reduction based counseling and referral linkage with marginalized populations, program management and program staff supervision and with experience in providing harm reduction based counseling, volunteer management and mentorship, to sex workers, LGBT individuals, and drug users. SUMMARY

HIPS Client Advocacy program is designed to assist sex workers in reaching and setting goals that assist them in leading healthy lives.  Specifically, the program provides one on one counseling, referrals and assistance in crisis to male, female and transgender individuals that engage in sex work.  The program also houses HIPS HIV Testing, Counseling and Referral program, and our “Trans-in-Formation” Diversion Program.  The program provides these services through in-house and crisis based counseling, a 24-hour hotline, and 24-hour crisis intervention services.  The Client Advocacy Program Manager is responsible for managing daily operations of the Client Advocacy program, conducting direct services as part of the Client Advocacy team, and supervising and mentoring part time staff.

PRIMARY RESPONSIBILITIES
  • Develop, in collaboration with HIPS leadership, the annual Client Advocacy program work plan.
  • Train & supervise programmatic staff, volunteers and interns.
  • Manage Client Advocacy department budget, work plan and expenses.
  • Provide timely reporting to funding sources, Director of Programs and the Executive Director.
  • Coordinate staffing and service delivery of Client Advocacy program activities, including crisis. intervention, hotline, one on one counseling and linkage to care, diversion program and counseling and testing. 
  • Provide one on one counseling assessment of client needs, referral and linkage to care to clients during walk-in and appointment hours.
  • Provide direct service counseling and referral, group facilitation, crisis intervention and hotline counseling as necessary.
  • Coordinate in-house client flow in collaboration with the Peer Education Department.
  • Liaison with Court System, Justice Administration, Law Enforcement and Health Department as needed to meet organizational goals.
  • Assist the executive director in evaluation activities.
  • Represent HIPS at meetings, training sessions, and community outreach activities.
  • Establish and maintaining linkages with providers and programs.
  • Arrange and facilitate sensitivity trainings to service providers, law enforcement, and other interested parties.
ADDITIONAL RESPONSIBILITIES
  • Attend weekly staff meetings to share information and plan program work in team environment
  • As part of a team, share in other organizational responsibilities as required including serving as a member of the crisis intervention team, general administrative work, and volunteer training and coordination. 
  • Attend appropriate local, regional and national meetings to seek out current information about HIV prevention, treatment and care, and peer education and to disseminate information about HIPS programs to others
KNOWLEDGE AND SKILL REQUIREMENTS

The position requires knowledge of local community resources and strong counseling and case management skills.  This position is on-call 24 hours a day, and Experience in providing crisis intervention services is strongly preferred.   Experience working with sex workers, harm-reduction philosophy, anti-discrimination strategies, and community organizing preferred.  Individuals with industry experience are encouraged to apply.  

WORKING CONDITIONS

This is a full time (40 Hours/week) position with flexible hours and full benefits.  Position is for one year, with likelihood of renewal based on funding.

Using a harm reduction model, HIPS’ programs strive to address the impact that HIV/AIDS, sexually transmitted infections, discrimination, poverty, violence and drug use have on the lives of individuals engaging in sex work.
